Sometime ago you were good enough to
furnish me with some particulars with regard to the increases granted in the salaries etc., of Colonial Officer employees at Hong Kong. At that time the increase in the cost of living was regarded as something like 40%. Later we had information that it was up to as much as 50%,
and we have now received a communication from the Commodore at Hong Kong stating that the increase in the
cost of living over pre-war days has risen to 75%..
I should be grateful if you would be
good enough to inform me :-

Whether you can confirm the statement as to the present high cost of living, and,
Whether any measures have been taken to improve the conditions of service of the Colonial employees.
A further statement is made that Admiralty
employees are charged income tax on their local allowances
